A question: If there was nothing to justify a FISA warrant in 2013 or 2015, what had changed to justify a FISA warrant in late 2016?

As for Wall Street Journal editorials, they have repeatedly said that this isn’t the whole story, that more should be declassified and that we are waiting on things like the Democrat response memo. And some more besides that I won’t try to recall or summarize here.
