The author should use the full declaration as it was announced, a global war on terror, which to everyone’s great surprise, turned out to be a global war of terror.
That they were declaring war on america’s most commonly used tactic is less important than the global bit.
They were outright declaring a world wide war, also known as a word war.
If you deconstruct that declaration you will note it is a war without an obtainable goal, and therefore without end. An unending world war.
Many would argue that for all intents and purposes, America had been waging ww3 for a long time when 9/11 happen, but that is when it officially started.
We are already over a decade into ww3, and since only one side is fighting, another favorite American tactic, America has been able to attack country after country unopposed with a legion of lapdogs at their side, all hoping that they wont be next if they join in the slaughter.
