This just may have something to do with the fact that we have, in effect, a one-party country with two right wings.
The Democrats allowed themselves to move to the right, which is (perversely) understandable when they saw the ongoing popularity of Republican politicians.
That explains why we keep going in circles instead of making progress.
As someone else pointed out, the circling is advantageous to The Owners and their agents in Congress, i.e., how certain birds of prey are prone to circle.
Or, more appropriately, vultures.
Popularity yes… but I think profitability was also a big motivator.

Well, profitability is something with which we are inculcated at an early age. That’s our system, so it’s not unreasonable that politicians would expect us to understand that particular motive.
