In just three days, more rain fell on the Texas Gulf Coast than what flows out of the Mississippi River in three full weeks. Tiny Cedar Bayou got 51.9 inches, the most ever measured for a single storm in the continental United States. Hundreds of thousands of people were washed out of their homes, and more than 32,000 huddled in makeshift shelters.
