Great question. The ban on utility shutoffs is still active in KY. The one in AR expires on Oct. 18. The relative security of the populations in those states–at least with respect to protection from utility shutoffs–can be attributed to the prolongation of state moratoriums. Hopefully a national moratorium will extend that safeguard to everyone in the country.
