I think a better name for the "Justice Department" would be the "Control Department."
Imagine if this technology existed during the reign of Hoover? To many within the Alphabet Agencies, Hoover is the great patriarch and they take pride in following his example. Woe to the rest of us along with the premises of Innocent until proven guilty, the right to privacy, and a functioning Justice system (that is, one where the scales of justice actually balance).
