In this parched territory, in the middle of a 15-year drought, the water table had risen 30 feet.

This is the one bright spot in this story; A low-tech, relatively cheap solution that works.

Here is another idea: The money being spent on all of this high-tech “border control” could easily feed all of those who are migrating just so they and their families can simply survive!
