Any nation that possesses such weapons and threatens to use them can be deemed a "terrorist State". They hold the entire world hostage to their Hubris and arrogance and the entire world including species that are not homo sapiens and bear no responsibilty for the state of world affairs are under threat of death by the same.

If that is not "terrorism" what is?

Terrorism ::/the use of violence and intimidation in the pursuit of political aims.
