I had to look up Maine’s motto: " Dirigo" = I direct. YES he does and that policeman is directing humans to be kind and play fair----and who wouldn’t love a Duck of Justice and pictures of Blitzen’s foot prints, and donuts too. Perhaps very cold weather has a benefit of making hearts so much warmer . : )
